Join us at the Listening and Learning Workshops, ENGAGEDurham’s first community engagement event. As someone who lives, works, owns a business, goes to school or simply cares about the future of Durham, your opinions and ideas are valued.

All five Listening and Learning Workshops (identical in format and content) are scheduled between November 14-19 in locations throughout the community. Doors open 30 minutes early. Each workshop will be about two hours long. Spanish interpretation, free child care and light refreshments will be provided.

If you’re passionate about shaping Durham’s future this is your chance for your voice to be an integral part of the Comprehensive Plan process. Bring your ideas to one of the workshops listed below:

Applicant-Sponsored Neighborhood Meetings


Horvath and Associates is hosting a neighborhood meeting to discuss a potential Zoning Map change with an associated Traffic Impact Analysis for the property located at 1110 Old Oxford Road (intersection of Hamlin Road and Old Oxford Road). The proposal includes a zoning map change from Residential Suburban-20 (RS-20) to Commercial General (CG).
The meeting will be held on November 18, 2019 at 6:30 p.m. at Duke’s Chapel United Methodist Church, 807 Old Oxford Road, Durham, N.C. 27704.

Coulter Jewell Thames, PA., is hosting a neighborhood meeting on behalf of Durhill II LLC to discuss a proposed Minor Special Use Permit request for properties addressed 4818, 4852, 4904, 4916, and 4950 Durham Chapel Hill Boulevard. The proposal includes a new development on the 5 parcels zoned Commercial Neighborhood (CN) (zoning designation before the Patterson Place Compact Suburban Design District zoning was approved). The Unified Development Ordinance (UDO) requires a Minor Special Use Permit for any new development within the CN zoning district that has over 5,000 square feet of new project floor area, does not have a development plan, and is adjacent to residential zoning districts on two or more property lines.

The John R. McAdams Company, Inc. is hosting a neighborhood meeting to discuss a potential change to the Future Land Use Map for several parcels generally located at 739 Baptist Road. The proposal includes changing a portion of the land use designation from Very Low Density Residential to Low Density Residential. In addition, the proposal includes a zoning map change from Rural Residential (RR) to Planned Density Residential (PDR) for a portion of the site.
The meeting will be held on November 20, 2019 at 6:30 p.m. in the Falls Village Golf Course Clubhouse, 115 Falls Village Drive, Durham, N.C. 27703.

The proposal includes changing a portion of the land use designation from Very Low Density Residential to Low Density Residential.  There is no change to the Recreation and Open Space designated area. In addition, the proposal includes a zoning map change from Rural Residential (RR) to Planned Density Residential (PDR) for a portion of the site.

The Durham City Council will hold a public hearing on November 18, 2019, at 7:00 p.m. in the City Council Chambers, 1st Floor, 101 City Hall Plaza, to hear the following requests:

UDO Text Amendments

  • TC1900001 - Omnibus 13 includes technical and other amendments to various sections of the UDO, including amendments regarding the current process for permitting chickens, Sedimentation and Erosion Control standards, additional sidewalk requirements, and accessory solar installations.
  • TC1900003 FEMA Firm Updates is a text amendment to Sec. 8.4, Floodplain and Flood Damage Protection Standards, to adopt revised flood insurance rate map (FIRM) panels issued by FEMA. 
Plan Amendment
  • A1800009 Bethpage Office, 5621 Chin Page and 3824 Page Road, is a request to change the future land use designation from Industrial, Recreation Open Space to Office, Recreation Open Space.

Zoning Map Changes

  • Z1800033 Bethpage Office, 5621 Chin Page and 3824 Page Road, is a request to change the zoning from Industrial Light with a Development Plan (IL(D)) to Office and Institutional (OI).
  • Z1900007 Chalk Level Road, 1107 Chalk Level Road, is a request to change the zoning from Residential Suburban-10 (RS-10), Eno River Watershed Protection Overlay District (E-B) to Residential Suburban Multi-family  with a Development Plan (RS-M(D)), Eno River Watershed Protection Overlay District (E-B).
Street Closing
  • SC1700001 - Urban Avenue is a request to permanently close a 934.31–linear foot portion of Urban Avenue located between Ellerbee Creek and Washington Street.
Landmark Designations
  • LD1900002 is a request submitted by MDM Historical Consultants for local landmark designation for Mutual Plaza. The property is located at 411 West Chapel Hill Street. 
  • LD1900003 is a request submitted by MDM Historical Consultants for local landmark designation for W. C. and Mary Hinton Lyon House. The property is located at 2423 West Club Boulevard.
