Have you ever wondered to yourself….What exactly is zoning and what can/can’t it do? How do things get built in Durham? Why does that building or site look like that? How and why do you plan for something that is 5, 10, or 15 years away? What legal basis does the City and County have to regulate land? How can citizens get involved in planning matters?

This year the Durham City-County Planning Department is hosting a one-day course covering topics from Durham’s history of planning and zoning, current development review processes, and special topics such as law, transportation, and the new Durham Comprehensive Plan. The Fall 2019 Planning Academy session will be held on Friday, October 25th, from 9:00 a.m. – 3:30 p.m. The Academy is free for attendees and breakfast and lunch will be provided.
 
Please fill out this survey to sign up. Applications are due on Friday, October 4th by 5:00 p.m. Space is limited to the first 75 applicants, so register today! Preference will be given to applicants who live in Durham or who are assisting with the Engage Durham initiative as well as residents who are not already involved in City or County boards or commissions.

Neighborhood Meetings

The City of Durham and Durham County now offer a quick and user-friendly system for applicants proposing Future Land Use Amendments to the Durham Comprehensive Plan, Zoning Map Changes with a Traffic Impact Analysis, Conservation Subdivisions, and other applications which require a neighborhood meeting prior to submitting the application, per the Unified Development Ordinance. Click the image above to learn about the requirements and how to retrieve the addresses of surrounding property owners to notify them about a required neighborhood meeting.

Based on the election schedule, political signs may be placed in the City of Durham city limits right-of-way beginning July 23, 2019.  All signs associated with the election must be removed from the right-of-way on November 22, 2019, by 5:00 p.m.


Applicant-Sponsored Neighborhood Meeting

Morningstar Law Group is hosting a neighborhood meeting to discuss a potential change to the Future Land Use Map for the property located at 551 Olive Branch Road. The proposal includes changing the land use designation from Low Density Residential (LDR) /Recreation and Open Space (ROS) to Low to Medium Residential (LMDR) / Recreation and Open Space (ROS). In addition, the proposal includes a zoning map change from Rural Residential (RR) to Planned Density Residential 4.800 (PDR 4.800).
The meeting will be held on October 1, 2019 at 6:30 p.m. in the multipurpose room at Catch the Fire Worship Center, 2304 Page Road, Durham, NC.

The Durham Historic Preservation Commission will hold public hearings on October 1, 2019, at 8:30 a.m. in the Committee Room, 2nd Floor, 101 City Hall Plaza, to consider the following:

Certificates of Appropriateness

  • 2401 West Club Boulevard (COA1900080): A request submitted for installation of front portico and replacement of front walkway.
  • 1305 Maryland Avenue (COA1900082): A request submitted for construction of rear addition and modifications to original windows.

Public Review: The applications, staff reports, and maps may be reviewed in the Development Services Center, Ground Floor, 101 City Hall Plaza, weekdays between 8:00 a.m. and 5:00 p.m. For further information contact Preservation@DurhamNC.gov, or call 919-560-4137. Please reference the project case number.

Public Participation: Any person may attend the public hearing and should be present at 8:30 a.m. The Chair will recognize all persons wishing to speak and will allocate time to individual speakers based upon the number of persons to be heard. Substantial changes to the proposed action may be made following the public hearing. The Chair reserves the right to limit repetitive or hearsay testimony.

Check out ENGAGEDurham, the website for a pilot of coordinated community engagement for the City and County!
 
Based on the City’s Equitable Community Engagement Blueprint, ENGAGEDurham is a pilot initiative to coordinate engagement efforts between City/County Planning, City Transportation, City Neighborhood Improvement Services, and City General Services Departments. This pilot will be a multi-year engagement process to influence outcomes for a variety of projects, including our new Comprehensive Plan, new County Transit Plan, the Belt Line trail, the Move Durham study, the Third Fork Creek Trail extension, and the R. Kelly Bryant Bridge Trail.
