Applicant-Sponsored Neighborhood Meetings


McAdams is hosting a neighborhood meeting to discuss a potential change for 2109 and 2301 Ellis Road. They are requesting a change of the Future Land Use Map designation from Commercial to Medium-High Residential west of Watchorn Street in order to increase the residential number of units allowed on the site. There is no change to the Commercial designation east of Watchorn Street. In addition, the applicant will be seeking a rezoning for this area. 
The meeting will be held on January 29, 2020, at 6:30 p.m. at Ellis Crossings Club House, 2115 Watchorn Street, Durham, NC 27703.

Public Hearing Notification for a UDO Text Amendment


Please be advised of the upcoming Durham Planning Commission public hearing item regarding amendments to the Unified Development Ordinance (UDO):

Various Amendments Related to Affordable Housing and the Falls/Jordan District-A Watershed Overlay (TC1900004): Text amendment TC1900004 is a privately-initiated request to amend provisions of the Unified Development Ordinance (UDO) regarding the Affordable Housing Bonus, Planned Development Residential (PDR) zoning requirements, open space and tree coverage requirements, parking standards, the definition of “family,” and uses within the Falls/Jordan District A (F/J-A) watershed overlay. The applicant indicates that the proposed UDO amendments are primarily intended to increase the viability of private-market-created affordable housing dwelling units and the utilization of the Affordable Housing Bonus in Sec. 6.6 of the UDO. The proposed amendment to uses within the F/J-A watershed are to specifically allow nonresidential uses allowed in residential districts, in addition to the current allowance of nonresidential uses in the Commercial Neighborhood (CN) district. 

The Durham Planning Commission will hold the public hearing on Tuesday, February 11, 2020, at 5:30 p.m. in the City Council Chambers, 101 City Hall Plaza. The proposed text amendment may be viewed at https://durhamnc.gov/415/Pending-Text-Amendments. Interested parties may appear and speak at the public hearing. Substantial changes to the proposed action may be made following the public hearing. Want to know more about potential land use changes and other public hearing items being heard by the Durham City-County Planning Commission, and ultimately the Durham City Council and Durham County Board of Commissioners? Now you can do so during monthly ‘Ask a Planner’ sessions. On the second Tuesday of every month before the regularly scheduled Durham City-County Planning Commission meetings that begin at 5:30 p.m., Planning Department staff will be available to provide information about public hearing items on the agenda for that evening’s meeting. The case planners will be in the City Council Chambers, located on the first floor of City Hall at 101 City Hall Plaza, from 5:00 p.m. to 5:30 p.m.

  • TC1900002 –Outdoor Lighting is a privately-initiated amendment to paragraph 7.4.2B.2 of the UDO regarding lighting for outdoor recreational activities

The Durham Board of Adjustment will hold a public hearing on January 28, 2020, at 8:30 a.m. in the Committee Room, 2nd Floor, City Hall, 101 City Hall Plaza, to hear the following requests:
  • Case B1900027 – City: A minor special use permit to allow a school within a place of worship located in a residential zoning district. The subject site is located at 1415 Holloway Street, is zoned Residential Urban-5(2) (RU-5(2)), and in the Urban Tier. 
  • Case B1900048 – City: A minor special use permit to request a parking reduction greater than 20%. The subject site is located at 105 W NC 54 HWY, is zoned Commercial Center (CC-D) and Office & Institutional (OI-D); is in the Falls of the Neuse/Jordan Lake Protected Area (F/J-B) and Major Transportation Corridor I-40 (MTC I-40) Overlay, and in the Suburban Tier.
  • Case B1900050 - County: A minor special use permit for a development with new project floor area over 5,000 square feet within the Commercial Neighborhood (CN) zoning district without a development plan. The subject site is located at 12907 N. Roxboro Road, 12807 N. Roxboro Road & 123 Bill Poole Road, is zoned Commercial Neighborhood (CN); is in the Lake Michie/Little River Protected Area (M/LR-B) and Rougemont Rural Village, and in the Rural Tier.
  • Case B1900051 - County: A minor special use permit to reduce parking by more than 20%. The site is located at 12907 N. Roxboro Road, 12807 N. Roxboro Road & 123 Bill Poole Road, is zoned Commercial Neighborhood (CN); is in the Lake Michie/Little River Protected Area (M/LR-B) and Rougemont Rural Village, and in the Rural Tier.
  • Case B1900052 - City: A request for a variance from the street yard requirements for the addition of a roof over an existing front deck. The subject site is located at 2202 Eastwood Drive, is zoned Residential Suburban (RS-20), and in the Suburban Tier.

A web survey version of the workshop is available online. Community members can visit the ENGAGEDurham website to submit their thoughts and ideas on the two broad questions that were discussed at the Listening and Learning Workshops:  

  1. What does your ideal Durham look like? and 
  2. What else is on your mind about Durham? 

All responses are anonymous and all demographic questions are optional. The demographic questions will help Planning staff understand who we have heard from in the community and who we still need to reach to represent the full diversity of Durham.
