City Hall Plaza will be closed to vehicular traffic while the road is transformed to a new streetscape reminiscent of the Downtown Revitalization Project. Pedestrians will always have access to City Hall’s front entrance and there will be a van drop off located on Mangum Street through the duration of the project, which is scheduled to be completed in July 2011.
The design, prepared by Kimley-Horn and Associates, includes new curb and gutter, new water quality devices, sidewalks with brick pavers, streetlights and landscaping at the corner of City Hall Plaza and Mangum Street. The design also includes a van drop-off area that will be separate from traffic on City Hall Plaza and will provide a safe area for disabled residents to enter City Hall. A new route from the Chapel Hill Street Parking Lot to the entrance of City Hall will also improve accessibility to City Hall.

City Council awarded the contract to Lanier Construction of Snow Hill, North Carolina, which recently completed the Main Street-West Village Streetscape project from Duke Street to Great Jones Street. The total project cost is $865,599.25, which includes funding from ADA Compliance Bonds, 2007 Resurfacing Bonds and Sidewalk ADA and Repair 2005 Bonds.
