City of Durham Service Updates & COVID-19 Guidelines


  • Effective Monday, August 2, all visitors and employees must wear a mask to enter City facilities.
  • City Hall and public facilities are under normal operating hours (see details below).
  • City Council meetings and work sessions are being held in person with the option to participate virtually.
  • Durham is under North Carolina Executive Order 215.
  • Community members are encouraged to get vaccinated. Vaccines are free and widely available in Durham and across the state.

With the ongoing risks of COVID-19, community members are encouraged to access City services online or remotely when possible. 

In-Person Safety Guidelines:

  • All visitors and employees are required to wear face coverings inside City facilities for their protection and the protection of others. 
  • Signs will be placed at the entrance to City facilities and disposable face coverings will be available at entrances as well as hand sanitizer.

  • Regular billing has resumed; payment plans and hardship funds are available
  • Customers are encouraged to pay water bills online, by phone (919-560-1200), by mail (P.O. Box 30041, Durham, N.C. 27702-3041), or by using secure drop boxes at City Hall
  • In person, cash payments accepted at City Hall Mon-Fri, 8 a.m. to 5 p.m.
  • In person, cash payments are also accepted at more than 40 Western Union partners across Durham
