Downtown Loop Construction Coordination
City Managed Projects
Water Management – contractors will close the intersection of N. Mangum and W. Parrish streets between 3 a.m. Saturday and 6 a.m. Monday. Message boards and road-specific signage will be used to indicate detours as well as vehicular and pedestrian access to businesses and parking in the downtown area. In order to coordinate with other planned activities downtown, prior plans for work scheduled at the N. Mangum Street intersections have been modified as follows:
- Local traffic access via N. Mangum Street to City Hall Plaza and the surface parking lot entrance opposite of City Hall will be maintained throughout the weekend.
- Traffic on B, Mangum Street during Friday evening will not be impacted as the road closure on N. Mangum Street will not be implemented until approximately 3 a.m. on Saturday morning.
- S. Mangum and W. Main streets will remain open through the weekend to accommodate the Bull City Race Fest event.
- All work will continue to be coordinated with other planned downtown construction activities/special events.

General Services – The Transportation Department is expediting the construction schedule for Lot #8 in an effort to better serve downtown businesses. Lot #8 is located at the intersection of E. Parrish and N. Church streets (across from the former Durham County Judicial Building). The paving and restriping work is expected to be completed on Friday, October 14 by 5 p.m. Please contact ParkDurham@DurhamNC.gov for additional information regarding upcoming construction activity.
Privately Managed Projects
Jack Tar - No weekend road closures are scheduled from October 14 to October 17. Please click this link for additional project related information/contacts.
City Center - An overnight slab pour is scheduled for the early morning hours of Monday, October 17. W. Parrish Street will be the only road closed during the overnight slab pour, which will occur between 11 p.m. on Sunday, October 16 and 9 a.m. on Monday, October 17. There will be one concrete pump truck stationed on W. Parrish Street near Loaf Bakery. The contractor expects to have the westbound lane of W. Parrish Street reopened by 9 a.m. on Monday, October 17. Other Special Events
North Carolina Central University Homecoming Weekend – Event locations, dates, times, and maps are scheduled throughout the weekend on the NCCU Campus and around downtown.
North Carolina State Fair Shuttle Service – Service begins at 3 p.m. on Thursday, October 13 and runs through Sunday, October 23. Buses depart hourly from Durham Station and the Heritage Square Park-and-Ride Lot.
Bull City Racefest and Food Truck Rodeo – Sunday, October 16 from 5 p.m. – 11:30 a.m. at the American Tobacco Campus, 318 Blackwell Street This event includes a half-marathon, a 5-mile race, and a one-mile fun run. Please visit the linked map for detailed course info. The food Truck Rodeo will be setup in the American Tobacco Warehouse District.
3nd Annual Bike-A-Bull City Celebration - Saturday, October 15 from 1 p.m. - 4 p.m. at 219 Hood Street. Bike rides for every level (30 mile, 15 mile, 5 mile) festival events afterward.
Bicycle Film Festival - Sunday, October 16 from 3 p.m. - 5 p.m. at 219 Hood Street. Bicycle Film Festival at the PSI Theater at the Durham Arts Council.
Downtown parking will remain accessible and FREE for the entire of the weekend.
