About Budget & CIP

The Budget Division of BMS is responsible for the development and oversight of the city’s annual operating budget. According to North Carolina State Law, each North Carolina Municipality must develop a balanced operating budget for each fiscal year, which starts on July 1 and ends on June 30.

In addition to an annual operating budget, BMS develops a Capital Improvement Plan (CIP), which allocates funds to longer-term capital projects, such as purchasing expensive equipment or resurfacing roads.
