Toilet Rebate Program

Program Overview

The City of Durham Department of Water Management WaterSense High Efficiency Toilet (HET) Rebate Program is available to qualified Durham water customers and property owners as a way to help citizens save water and lower their water bills. For the purposes of the program, any toilet purchased must be a High Efficiency Toilet (HETs use an average of 1.28 gallons per flush) and must be on the Environmental Protection Agency’s (EPA) WaterSense list.

Any toilet which meets the criteria and was purchased and installed within the last twelve (12) months will be eligible for the rebate (PDF). Ordinarily, rebates will be applied as credits to customers' water bills. Complete details are on page 2 of the WaterSense HET Rebate Application.

Residential Customers

Single family and multi-family* residential customers can receive a rebate credit for the replacement of all existing 1.6 gallons or more per flush toilets in their residence/properties with WaterSense HET models. The amount of the rebate will be for the cost of the toilet only, up to $100 per toilet. To apply for the rebate/credit, submit all of the following:
  • The original, dated sales receipt or invoice. If submitting an invoice from a plumber, the invoice must be itemized to include the model number and price of each toilet, separate from installation cost. 
  • A copy of your most recent water bill.
  • A completed Durham Department of Water Management WaterSense Toilet Rebate Application.
*Multi-family residential customers are limited to a maximum of 75 rebates per property and are subject to mandatory random verification of installations..

Non-residential Customers

The non-residential portion of the program ended December 31, 2015. Non-residential applications had to have been received or postmarked by December 31, 2015, to be processed/reviewed.

Non-residential customers that are registered participants in the Bull City Workplace Challenge may be eligible for the rebate program. Please contact us for more information and a copy of the commercial application.

Additional Rebates

Each customer has the option to appeal for additional rebates. Staff will evaluate the needs of the program, including program equity and availability of funds, when determining the outcome of the request. The rebate(s) will be ordinarily provided as a billing credit and will be applied to the account serving the location where the toilets are located/installed or to the property owner if the water account is in the name of the property owner, whichever is applicable. In cases where the property owner does not have an active water account with the City of Durham, the rebate(s) will be processed as a check and mailed to the property owner.

To apply for the rebate/credit, submit all of the following:
  • The original dated sales receipt(s)
  • A copy of your most recent water bill for each account if applicable
  • A completed Durham Department of Water Management WaterSense Toilet Rebate Application
Please mail all materials to the Department of Water Management Durham HET Rebate Program. Do not mail your bill payment with your rebate materials.
