Buying a Home

The Department of Community Development administers affordable housing programs on behalf of the City of Durham. The Department's down-payment assistance program provides funding for second mortgage loans to low- and moderate-income households for the purchase of a home in the Southside Neighborhood.

The sources of funding include Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) funds, and Dedicated Housing Funds. All loans have low interest rates and require regular amortized repayments.

City of Durham loans are underwritten to assure full repayment of funds following specific program guidelines and underwriting criteria. City staff and its originating and underwriting agent will closely review all applications for program compliance, household eligibility, and loan underwriting approvals.

Southside - A Neighborhood Brimming With Opportunities: The City of Durham, Department of Community Development is offering down payment assistance to qualified buyers who are interested in purchasing a home in this new beautiful neighborhood.
Southside Neighborhood Concept
There are multiple programs available to help you purchase your new home in Southside:
  • The City of Durham is offering up to $20,000 as an amortizing mortgage at 2% for 30 years and up to $20,000 as a forgivable mortgage at 0% interest for 30 years.
  • The North Carolina Housing Finance Agency is offering 15% of the sales price as a deferred mortgage at 0% interest when you use an approved lender.
